When you need one

When is an A1 or CoC needed?

An A1 or a Certificate of Coverage (CoC) keeps an employee in their home social security system the moment they work abroad.

A1EU · EEA · Switzerland

For work in the EU, EEA and Switzerland.

CoCBeyond the EU & EEA

For non-EU destinations wherever a bilateral social security treaty applies.

Business trips

Project work and hands-on tasks abroad, from the first day. Even a meeting or conference can trigger one.

Work from anywhere

Even a short work-from-anywhere trip requires an A1 from day one, with no minimum stay.

Assignments and postings

Longer postings need one matching the exact dates.

Multi country work

Regular work in 2+ states needs a multi state A1 (Article 13).

Who applies? The employer applies in the home country before departure, never the employee. Read the full A1 guide.

The risk

What happens without an A1.

A missing A1 is not a paperwork nicety. It leaves you non-compliant on paper and unprotected when a claim arises, and the consequences land on the employer.

Fines and site bans

Authorities can issue fines during checks, and workers without a valid A1 have been turned away from client sites or denied entry at the border.

Coverage can be denied

It is unclear which country's social security applies, so in a claim one insurer can refuse to pay while the other country still demands contributions.

Global coverage

Protect your company and employees from social security risk worldwide.

With the help of A1s and CoCs, WorkFlex ensures social security compliance in all EU and EEA countries, and other non-EU countries. Adding new countries for our clients on request. WorkFlex Social Security Certificate extends coverage globally, safeguarding employees wherever they travel.

EU social security reform

The A1 certificate rules are about to change.

The A1 reform adds more complexity, requiring case-by-case assessment for every trip and stricter enforcement. Now is the time to understand what actually changes.

  • Every trip has to be assessed up front: whether an exemption applies depends on its exact duration, purpose and history.
  • Exemptions can fall away retroactively, so a trip that needed no A1 can suddenly require one because of a later trip.
  • Applying for the A1 before departure becomes mandatory, backed by far more data sharing between authorities.
  • Fewer certificates, but stricter audits: expect closer checks, not a lighter touch.

FAQs

Wondering how WorkFlex handles A1 certificates for your trips?

Here are answers to the most frequently asked questions.

How does WorkFlex automate A1 certificate and Certificate of Coverage applications?

With WorkFlex, an A1 certificate or Certificate of Coverage is triggered with one click, or automatically the moment an employee's trip is requested. There is no manual portal work: WorkFlex is integrated directly into your travel tool and HRIS, so the right certificate is initiated from the trip request itself, without extra HR admin.

Which countries does WorkFlex cover for A1 certificates and CoCs?

WorkFlex issues A1 certificates across all EU and EEA countries and Switzerland. For non-EU destinations it issues Certificates of Coverage wherever a social security agreement exists, including the United Kingdom, the United States, Chile, Peru and Uruguay, with further countries available on request.

What happens if there is no social security treaty in place between two countries?

If there is no social security treaty in place between two countries, WorkFlex issues a WorkFlex Social Security Statement that explains that the legal background and social security rules have been assessed and apply. This document is also issued as temporary documentation when waiting for official government documents.

Does WorkFlex handle both A1 certificates and Certificates of Coverage?

Yes. A1 certificates apply within the EU, EEA and Switzerland, while Certificates of Coverage apply for non-EU countries that have a social security agreement. WorkFlex determines which document each trip needs and initiates the correct one automatically, so you don't have to know the distinction for every destination.

Can employees travel before the A1 certificate has been issued?

Yes. Processing times vary by country, so WorkFlex files the application as soon as the trip is requested and gives you the proof of submission that is generally accepted for travel, then tracks the certificate through to issue, so a slow authority doesn't hold up the trip.
