To work legally while in another country, employees generally need avalid work title. It's important to keep in mind that the consequences ofentering without the proper documentation can be significant for both the employee and the employer.
For those planning an assignment, business trip or work-from-anywheretrips to the Singapore, here's a quick overview:
MUST-KNOW for Assignment in Singapore:
- No Digital Nomad Visa: Singapore does not offer a dedicated remote work or workation visa. Working remotely on a visitor pass is not officially sanctioned — employees should be aware of this legal grey area.
- Work Pass Mandatory: All formal assignments require a valid work pass (e.g. Employment Pass or S Pass) with employer sponsorship. Working without one is a serious immigration offence and can result in fines, deportation, and future entry bans.

- No dedicated digital nomad visa available — remote work on a visitor pass is not officially permitted

Working hours
Most employees in Singapore work from Monday to Friday, with a standard workweek of 44 hours, typically broken down into 9-hour workdays (5-day week) or 8-hour workdays (more than 5 days/week). The weekend is observed on Saturday and Sunday.
To remain compliant during your trip abroad, here are some suggestions to follow:
- Avoid working overtime: Regulations regarding overtime can differ significantly and may be much stricter compared to those in your home country. Overtime is capped at 72 hours per month in Singapore.
- Refrain from working outside regular hours: The rules surrounding working outside regular hours may vary and could be stricter than in your home country.
- Do not work on weekends: The weekend in Singapore is Saturday and Sunday. If the weekend days differ from those in your home country, please avoid working on both your regular weekend days and the local weekend days.

Singapore has 11 gazetted public holidays per year. When a public holiday falls on a Sunday, the following Monday is declared a public holiday. There are no region-specific holidays — all 11 apply nationwide.

To comply with labor laws, please refrain from working on national or regional holidays during your trip. These days hold significant importance for locals and provide a great opportunity for you to blend in and celebrate with the community.
Social security compliance
When working remotely abroad, your employees may become subject to the social security scheme of the destination country. However, Singapore's CPF (Central Provident Fund) system only applies to Singapore Citizens and Permanent Residents — foreign employees on work passes (Employment Pass, S Pass, Work Permit) are fully exempt from CPF contributions.
Singapore has not entered into any bilateral social security agreements with other countries. This means there is no Certificate of Coverage (CoC) mechanism for Singapore, and no double contribution risk for foreign employees on short-term assignments or workations. Employees generally remain subject solely to their home country's social security regime during their stay.
Tax compliance
Singapore has signed comprehensive Double Taxation Agreements (DTAs) with 98 countries, available here. These treaties generally follow international standards and provide guidelines for various types of income, including employment income.
Despite the broad DTA network, the issue of Permanent Establishment remains a significant compliance concern for employers with employees temporarily working in Singapore, whether for a workation or a business trip. If a travelling employee is deemed to constitute a Permanent Establishment in Singapore, the employer may be required to register locally, allocate profits to a local branch, and file corporate taxes, leading to substantial administrative burdens.
To avoid this scenario, here are some key strategies:
If your employees are travelling for a workation, they should refrain from negotiating or signing sales contracts during the trip. Additionally, they should avoid visiting clients or any office, including the employer's local office in Singapore. Following these guidelines will help mitigate the important compliance risk for the employer related to permanent establishment.
If your employees travel for business, it may be impossible to refrain from the activities above. In this case, please make sure to inform your (tax) compliance department of this matter. Note: Singapore applies a 60-day exemption rule — employment income is exempt from Singapore tax if a non-resident employee works fewer than 60 calendar days per year in Singapore. Every day counts, including arrival and departure days.
Overriding local employment provisions
Employees travelling to Singapore are expected to comply with some basic local employment provisions that may qualify as overriding, such as working hours, overtime limits, and rest day entitlements under the Employment Act. For business trips, the employer typically arranges the employee's travel health insurance. However, for workations, these responsibilities can be less clear. Terrorism
According to Singapore's Internal Security Department (ISD) 2025 Terrorism Threat Assessment, the terrorism threat to Singapore remains elevated. Global terror groups including ISIS and Al-Qaeda continue to incite violence, and self-radicalisation remains a key concern. However, there is currently no immediate threat of a terror attack in Singapore. Be especially attentive in busy, crowded places and on special occasions. Report any suspicious activity to local authorities and follow the SGSecure programme guidance.
Domestic political situation
Singapore is one of the most politically stable countries in the world. The People's Action Party (PAP) secured its 14th consecutive election victory in 2025 under Prime Minister Lawrence Wong, with 65.57% of the vote. Public demonstrations are extremely rare and tightly regulated by law — only permitted at the designated Speakers' Corner in Hong Lim Park with a police permit. Travelers are very unlikely to encounter any protests or civil unrest.

Crime
Singapore has one of the lowest crime rates in the world. Violent crime is extremely rare and petty crimes such as pickpocketing occur very infrequently. The primary crime concern for travelers is scams and online fraud. The top scam types in Singapore are: e-commerce scams, phishing scams, job scams, investment scams, and government official impersonation scams.
General safety recommendations:
- Be vigilant against unsolicited emails, calls, and prize notifications — do not share personal or financial information.
- Verify the legitimacy of online job offers, investment opportunities, and travel deals before engaging.
- Keep valuables secure in crowded areas such as tourist attractions and public transport.
- Use cashless payments where possible; carry only the cash you need.
- Be aware that Singapore enforces strict laws for minor offences — including littering, jaywalking, and chewing gum in public — with significant fines.
- Respect local laws and customs at all times.
